Noble Mills was born October 1, 1964 to Ivey “Pete” and Dorothy Mills in Kinston, NC.  His father was a Master Mason and Sudan Shriner.  He graduated from South Lenoir HS in 1982 and East Carolina University in 1989 with a degree in accounting. Dexter co-owned with his father Pleasant Hill Gro. & Grill from 1997 to 2014 and worked for J.C. Howard Farms from 1997 to present.

Noble Mills was raised a Master Mason in Pleasant Hill 304 on January 28, 1988 and served as Master in 1994, taking the gavel from his dad. He has also served as treasurer from 1998 to 2017, and currently serving as secretary from 2018 to present. He has been a member of Kinston York Rite since 1988 and now a member of Goldsboro York Rite as Kinston merged with Goldsboro effective in 2026 and has served as recorder of Kinston York for 36 years. Noble Mills joined Sudan Shriners on November 19, 1988 until he demitted in 2002 and affiliated in 2018. Joining Lenoir County Shrine Club in 2018, he served as secretary from 2019 to 2021, treasurer 2022-2024 and served as president 2025 and again in 2026. He is a member of Sudan Motor Patrol since 2023. Member of DeMolay council #163 Allied Masonic Degrees currently serving as Sovereign Master.
